Steam Input no longer switches modes in Steam Families Beta

PLATFORM: Steam Windows 11 Pro PC Steam Controller using original 2.4Ghz dongle

Description:

When using custom Steam Controller config based on "Official Layout for Warframe - Official Layout for Warframe" steam input does not switch between steam input modes Warframe supports. This makes the game unplayable with config based on steam inputs. Unclear if it is because of a bug in Steam or Warframe. Likely all controller configs using steam input are broken, not just a Steam Controller. I only tested with my custom config, I have not rolled back to the Official layout yet.

Steps to Reproduce:

1. Launch steam client in Families Beta
2. Go to big picture mode
3. Using a Steam Controller.
4. Choose a steam input based config (I used mine "NEWEST Warframe Motion Control - Touch Menu powers and equipment" from my user Virr)
5. Launch Warframe
6. The launcher works as expected
7. The game login does not work as expected. You can not move the cursor with the joystick, A and B buttons do not work as expected, though a steam input keyboard is displayed for password input.

After further testing appears the issue is with the configuration.

Likely not Waframe specific issue.
