Caliban's razor gyre does not grant overguard

I thought I was taking too much damage to notice during Saya's visions, but after a quick trip to the simulacrum, I noticed that Caliban does not gain overguard once shields are full. It's entirely possible that this perk was removed, seeing as the ability description does not mention it, but the patch notes still do.

Edit: I can't read, haha. Caliban is gaining overshield as intended.
