Power Strength mods affect the starting health, Power Duration mods affect melting rate. As the current hard caps on both its low health and low duration are too punishing, instead, we should at least get a strong but destructible damage absorbent that also becomes weaker over time and being ice melting is (relatively) more reasonable.
