Hydroid's Wonky Abilities

So recently after obtaining Hydroid, I can say he's a really fun frame. However, I feel his abilities are a bit... odd. Not from a lore standpoint, but from where his abilities are bound to. His 3rd and 4th abilities are fine, but does anyone else feel like tempest barrage and tidal surge should swap spots? He doesn't have a low cost ability, so making tidal surge one would fit nicely. plus, 50 energy feels a bit too costly for another mobility ability.

Huh, weird. I remember tempest barrage costing 50. Nevertheless, I still think tempest barrage should be buffed a bit as a 50 energy skill and leave tidal surge as a 25 energy one. That, or give more use to tidal surge, because it's only draw is the mobility. you could argue about the whole dragging enemies thing, but it just knocks them down. tempest barrage does that in a wider area for less energy, leaving tidal surge as just a really costly slash dash.
