How Does Puncture Work? Or Does It Even Work At All?

Ive recently tried using this mod for my lex but it never seems to puncture enemies, so is it glitched just for the lex, or is it only a certain chance of penetrating and what happens when i get the mod upgraded to 0.2,0.3 and so on? help is appreciated.

It currently goes through Shield Lancer shields at most. Not worth it in its current form.

If puncture only do damage against mobs with shields and weak covers then its not worth , puncture for every weapon take 10 points not upgraded like i remeber, this price is too huge.
