Melee Combo Multiplier?

Why is everybody telling me that you only get the multiplier when you have your melee equipped rather than sheathed? My damage is going up when I have melee sheathed the more and more I hit.

If you quickly switch to melee you even see the combo hit multiplier and number of times hit.

Because they don't know what they're talking about. It does apply the multiplier, you only can't do combos.
