We barely have enough mod slots as it is and there are already plenty of power modifying mods right now.If you wanted to increase ability damage, why not just increase the damage itself? If we want to solve the power scaling issue, I'd prefer we went with giving most damage powers an extra utility effect and only have certain abilities completely focused on offense.
