The last I heard was that all frames are eligible to be primed but whether they actually get a prime version or not depends entirely on what the art team feels like doing.

Valkyr Prime would be different than the current Valkyr, and according to now since removed lore in Nova's codex entry, her warframe was made after all the others. Edited July 30, 2014 by TheStag

DE has said that there is the possibility for all frames to have a Prime one day, but that it's not a for sure thing. It's mostly up to the devs. If they want to keep Prime Access a thing they'll have to keep Priming frames, otherwise they can do something else. I just hope we don't get a Valkyr Prime since the original Valkyr was made by the Corpus. She cannot, by the lore, have an ancient Orokin Prime version then.

She technically can have a prime version but it would be so different that it would pretty much be an entirely different frame.
