The mods give percent cost reduction based on the percentage on the mod card, not increased efficiency. Just change the description to +X% POWER COST or -X% POWER COST. He is just asking for a changing regarding how this is called. So we wouldn't have any mod that say "+x% power efficiency" but "-x% cost for abilities" I agree on this point ! Power Proficiency maybe? That would make it even more confusing. What's wrong with Power Cost? All abilities cost energy, no matter what, you just decrease or increase the cost with mods.
