Very Slow Download Speed While Updating

For about a month or so, whenever there's an update, I have very slow download speeds, average 100kb/s. Before that I'd download with 4-5 MB/s.

- It's not my antivirus or firewall, I disabled those

- It's not my router, I tried a direct connection,  with the same results

- it's not my internet, I tried it in a different location, with the same results

 

I tried enabling/disabling Bulk Download and Agressive Download. I always run the game and the launcher with administrative rights. 

 

It took me half a day to download update 15, and now I've been waiting for more than half an hour to download this hotfix (31.1/271MB). 

 

Is there anything I could do to make it better? Or it's just because there are so many players downloading at the same time and I just have to cope with that?
