Snow Globe And Coolant Leak

I run a heavily defensive Frost Prime, and today I noticed something odd farming DSD. Enemies moving and attacking at full speed inside my globe. At first I thought maybe Snow Globe had gotten the Bastille treatment (affected enemies limit), but after further observation, I decided this wasn't the case.

 

So at the end of the wave with only 2 enemies left, I tested something. I walked near a charger, and observed the Coolant Leak effect get applied to the target. As I walked away, the effect dissipated, and as expected, the charger proceeded to act as though there wasn't a Snow Globe encapsulating him.

 

I expect the same might occur with a cold proc, as it's a similar effect, but I don't know for sure and I'm not spending the time to figure it out as hardly anyone uses pure cold damage.
