There's overwhelming evidence as well as statements from the developers (specifically from "Spoiler King" Sheldon) that it is Volt Prime. Sorry if this crushes any sincere hopes or dreams of it being Nekros Prime or other frames. It is one thing to hypothesize/speculate, and another to claim fact.
