Sparring Weapons Not Hitting Every Swing

The Kogake and Obex don't hit the target every swing, very easily noticed with Brutal Tide but is also affecting quick attacks (Although noticably less for quick attacks):

 

 

This is making the DPS very low (As can be seen at the end) and also makes Brutal Tide's basic combo knockdown effect very unreliable.

I noticed this too when I was leveling the Kogake yesterday / earlier today with Brutal Tide on.
