Shouldn't There Be Way Less Mod Capacity For Conclave Because Core Mods Are Missing?

I ran through various mods available to purchase for conclave and all of them seem fun and interesting. The problem is that most warframe mods I saw have no disadvantages, so with a potatoed frame it seemed to me that you can basically fit any and all of them, no matter how insignificant some are. You don't have to choose.

 

Same with something like hush. It feels like it would fit a stealthier combat approach but at the moment every single person can carry it because there's so much mod capacity.

 

Am I missing something? Not claiming I am right here, just my thoughts. Maybe matchmaking takes conclave rating into account so people avoid bringing unnecessary mods?

Honestly I don't think there should be any cost to PvP mods at all since you forma frames for PvE and then end up getting screwed when all the PvP ones have different polarities
