The way IS works is that it gains bonus health for the armor value you have when you cast it. All armor buffs benefit it, so long as they're active when you cast. If they come into effect after, they won't help IS at all.

 

Edit: I've been fooling around with a 'Spam Charge to get high armor, then Spam Iron Skin to nuke' build with both the Charge and IS augments. It's hilarious and actually hits pretty damn hard. Although the invulnerability period is actually a detriment there.

Okay, so get the buff, then cast IS and the extra armor is there for the duration of ironskin.. However, getting any buffs after the IS cast will not affect it?

( or until IS runs out and you can recast it after another charge buff )

Yep.

 

Armor at the cast point matters.

Afterwards, not really.
