Cause it sucks if you wanna complete the Codex and he doesn't spawn at all anymore. Previous stalker was upgraded to new one so it is the same stalker but with war instead of hate in his hand. The stalker that spawns is determined by the person he's trying to kill. If the person he spawns on hast not yet completed the Second Dream he should appear in his normal form. If the person he spawns on has completed the Second Dream he should appear as Shadow Stalker.
