Does Arcane Ultimatum Affect Total Armor Or Just Base Armor?

This is something I have been trying to figure out for a bit now, and I can't find anything that says anything one way or the other. The wiki is very sparse on this and simply says it increases armor, it says nothing about whether it is the current total armor value at time of proc, or the base armor value of the frame in question. 

 

So, does anyone know the answer to this question? I also did a google search for the warframe forums and couldn't find anyone who had asked/talked about this before. 

 

Obviously, if it only affects base armor it's not quite as useful.

If its anything like Arcane Guardian, it's Base armor.

my guess is that it's the base armor, like with most stat increases

This is what I have been thinking is probably the case, but I am wondering if anyone has been able to do any testing to find out for sure?
