Arcanes are a reward from trials (raids) and they essentially give small little bonuses like attack speed increase on hit or  damage bonus on melee crit. you put them on either a helmet that you like or a syandana and there are 4 ranks of the bonuses they give. each subsequent rank requires more: rank 1 =1 2 =2 3 =3 and 4=4 totaling to 10 arcanes needed to max

 

edit: also when you max an arcane on a helmet for example, you get an extra revive per mission. so if you have a maxed arcane on a helmet and a maxed arcane on a syandana, you'd get 6 revives per mission

Arcanes are rewards that are given at the end of trial missions ex: The Law of Retribution, JV golem, that can be attached onto a Syandana or Helmet. Certain arcanes give specific advantages when they are used such as one arcane, Arcane Grace, will give you health regen when damaged 1% for 1.5 seconds. You can get unique arcanes from the different trial missions that are available right now. You can also rank up your arcanes using arcanes of the same type: +2 arcanes to get rank 2, +3 arcanes to get rank 3, and +4 arcanes to get rank 4, leading up to 10 arcanes in total (including your starting arcane).

Arcanes are pretty much an attachment that you apply on your syndana (i.e, cape, scarf) or your warframe helmets (including your alter helmets i.e, Bastet Valkyr Helmet, Proto Excal Helmet, etc.) Each warframe can have 2 different fully maxed out arcanes on both helmet and syndana at the same time (Example: Arcane Guardian Bastet Valkyr Helmet while wearing an Arcane Grace Vaykor Syndana) These attachment give you little perks to your warframe at a certain "price" or requirement at a certain time limit for that perk and has 4 levels like LordOfScrugging explained above me. A good example is Arcane Guardian, which at Max Ranked lvl 4, upon being hit/damaged by enemies, you have a 20% chance to proc 60% armor increase for 20 seconds, which is really good for tanky warframes like Valkyr as an example. Addition to them, to what JSharpie and LordOfScrugging have said, they all come from raids. Both Jordas Verdict and Law of Retribution drop them by the end on mission, but only once per day for each raid and this includes the nightmare ones (if you love doing raids you can get 4 in total per day) Also the difference between nightmare raids and regular raids is that in nightmare raids there is a higher chance of getting a rare arcane as reward, while the regular ones give you a higher chance of obtaining the range of common to uncommon arcanes.

Arcane Helmets are something that NOBODY mentioned.  Rare, old helmets with unique benefit/downside mixes.  The helmets were removed from rotation because DE worried someone might think of them as Pay to Win.  Loki and Banshee both have an arcane helmet giving +15% efficiency.  They can be traded, but there's no way to get more new ones.

Yep, just posted a thread that relates to this...I have an arcane pheonix helmet it gives you +15% power max (or something like that) forget what the downside is on it tho. I also have a arcane squall helmet which increases power strength and once again forget what downside is.
