How exactly does this work? I know it only gives over shields when u have max energy but I still need clarification on this ability

Normal EV gives you energy until your energy bar is full.

 

Vampire Leech gives overshield to everyone including you, AFTER your energy bar is fully filled.

lets say you are Trinity,

 

you have your energy completly full and cast the ability on a nearby enemy.

 

waves of energy errupt from the enemy giving you the energy back you used to cast it. lets say it was 1 wave

 

it casts a total of 5 waves. (not the correct number) the left over 4 waves of energy are added to your shield and those of your fellow tenno.

Energy Vampire marks enemy target to give energy to you and nearby allies (you have to be in range to get it too).

 

Vampire Leech makes it so anyone who's got their energy bar full gets overshields. Players who don't have it full yet still get energy.

Overshield amount is equal to how much "over energy" you would be getting. Hope that clarifies it for you.

1200 is the max. You want a positive power strength and the lowest duration possible for a good build.

Then the answer is No.

1200 Over-shields is the cap

*Except when in a mission that either glitches or has Cold-hazard applied when you already had Full Regular Shields*

Example HIVE Mission as Max Redirection + Max Vigor Valkyr grants 430 Shields

Shield Restores grant 1200 bonus Over-shields for 1630 total Shields.

Then you destroy HIVE that adds in Cold hazard:

Normal Shields technically are reduced to 215, but Because you were at 1630 Over-shields ...they stay at 1630 Over-shields. Rather than get reduced by 215(half of Normal Shield cap).

Above can sometimes be used to have extra 200 Shield Drone and 25 Shields from Secura Syndicate Proc to be semi-inflated in Over-shields right before Cold Hazard applies.
