Element Damage Question

Here is my question. Say I mod a weapon like a Skana for example, with cold and electric mods so it has Mag damage to help deal with shields, what I want to know is when an attack lands a hit, does the Mag damage do something per attack and the '-Max Sheilds' effect happen based on the status chance, or is it that the Mag damage only happens at the same chance rate and the -maxsheilds effect happen?

Magnetic has damage bonus to shields so it will deal more damage to shields than for example Corrosive. Additionaly when status goes, it infict -max shield effect.
