No, they don't as of right now they are just placeholders for something that may or may not be added in the future.

I could be wrong but isn't that like really old footage? Pretty sure that Idea was scrapped for the extra space we now have in the liset.

No idea, but what I think is that we are already in the orbiter for the extra space :) You done the Grineer Hijack mission when liset comes and picks the drover or the hijack artefact -  or when you enter to a relay for void trader -- you see the scale of the liset. No way talent tree room would fit there.
