[Spoiler]Ghosts on the moon?

Since the new update 18.5, the moon got some interesting new things to show us. And one of them where these 'ghosts'? I couldn't interect with them in any way (neither could I scan them) They where just floating around and there was a faint but notable sound they make.

 

Anyone know more about them? Are they different beings? Or could they be spirits from the previous occupants of this orokin tower?
