If I want to buy something say like the 

rhino prime full set, will my level affect it, or can I still use it ? 

Another example, say I want to but like the dragon nikana, and my mastery level is only 2, can I still use that sword from someone selling it to me? I'll just have to craft it and then I can use it?

You can only use and trade weapons and warframes that arevery.available to your MR. Like the dragon nikana (assuming it was tradeable, which it isn't since it isnt a prime item) is Mr8 locked, so you wouldn't be able to receive it from a trade. 

What can be traded though is this post and it immediately should to the players helping players section.
