Bloom and Glare no longer function

Since the 18.5 update the graphic effects Bloom and Glare no longer work from what I can tell. Nothing has a blooming effect despite the setting being on with the slider at maximum aside from the various elements that have a simulated bloom effect like the sun. All lens glare effects no longer display regardless of how bright the surface, in view, is.
