With a 10% chance of status and the drakgoon working like a shotgun, those 10% are spread between all pellets (or bullets or flying pieces of metal or whatever comes out of there). So unless the weapon applies explosion by default, like the ogris or penta, you will only have explosions 10% of your shots and only calculated for one pellet and not the whole shot. This is also why poison procs are so small when using shotguns. Poison is applied calculated on the value of the pellet that causes the proc. If the pellet itself only deals 10 damage, while the whole shotgun deals 500, the poison proc will be calculated on 10. This is also why you should mod status shotguns for non-scaling elements, like radiation or corrosive, that act on fixed values. Corrosive ALWAYS applies the same percantage of armor reduction no matter the damage caused by the "procing" bullet. EDIT: A very important aspect of status is, that the damage is always calculated by the numbers shown but the element (like explosion) decides what happens when the status "procs".
