Attack speed and finisher animation

Hey all

So my question is does increasing or decreasing weapon speed actually change finisher attack animation speed.

For example Karyst has 0.75 speed but with Spoiled Strike mod it drops to 0.62. I know daggers have already quite fast animations so do you see noticeable change when you increase or decrease dagger speed?

I did googled quite a bit but info is either outdated or something else.
