Somewhat Unpredictable yet Pattern-Following FPS on login.

So, I can't really say why this happens, but when I login to the game, sometimes, there's this strange pattern the frame rate gets into. I turned on the frame rate counter to monitor it. At a fairly regular interval, about every 3 seconds, my frame rate will drop to about 15 and then skyrocket back up to 60. This pattern will loop over and over even while I go into missions and such. The only successful tactic I've been able to use to fix it is to unplug my laptop, forcing the game into low performance mode because it's not plugged in, bringing the frame rate to a stable 17-20, then plugging it back in, which makes it a pretty solid 60. This works every time. 

I'm running Win 10, use an i7 processor, have 16 gigs of Ram, and an Nvidia Quadro K4100M. 

I hope that's enough info. Sorry I couldn't provide a solid use case, but hopefully the regular pattern bit and fact that it can be solved by power supply changes helps.
