Why this happens when i get close to others or some objects with warding halo active?

Warding Halo damages enemies that get close, outlining them with your energy color. It outlining allies is probably just a bug.

it means ur halo absorbs the dmg those allies (protection targets receive)

Did you test it? Does it get affected by range mods?

yeah we did test it with a buddy of mine and yes range mods do affect iw however if u slap on over extended u lose 60% of the halo's "life" and it isn't really a viable way to protect allies because u need to be almost inside of them
