When Doing A Mission It Show Number Of Enemies To Kill But....

I notice doing a mission with other Tenno or solo that is exterminate it show how many enemies must be killed. Then further during the mission the number of enemies to be kill keep going up.

For example - mission show 96 enemies must be kill then going on into the mission it show that the number had gone up by 2 then 5 more enemies to be kill so on to the point the number just went from 96 to 121 enemies need to be kill. Is this a bug?

It's intended.  When new enemies that were not garunteed to spawn like Bursa and Manics (maybe cats and dogs too) the number goes up accordingly.

Not a bug. There are some enemy types that spawn other enemies therefore increasing the number (example: juggernaut, boilers and some others)
