So at 20% efficiency u have 1/1.2 = 83.33% power cost. mathematically speaking, your only consuming 16.67% less power, not 20%, the formula needs to accurately reflect the mod, or the mod needs to be more accurate with the formula. as max streamline is 30% efficiency, yet you only consume 23.XX less power, it should be 30 less power if going directly by the % with 100 base cost.... Wording of Streamline: 30% Power Efficiency Definition of Efficiency: the ratio of the work done or energy developed by a machine, engine, etc., to the energy supplied to it, usually expressed as a percentage. (credit to all dictionaries ever) Taken from the wiki: "The Streamline mod increases your warframe's Power Efficiency, which decreases the energy cost of abilities. The cost of activating an ability when using the Streamline mod is: Cost = Base Energy Cost divided by (1 + X), where X is the percent power efficiency expressed as a decimal, and the result is rounded up. Streamline is not a percentage reduction in the energy cost needed to activate an ability, but is instead a percentage increase in energy value. It makes 1 point of energy worth 1.3 at maximum Streamline which effectively reduces the energy cost of abilities." So essentially it's efficiency for each point of energy (power), and not actually based around the cost. It was originally done this way due to how the old system worked where you could infinitely stack any particular stat due to how the old mod system worked before the 7.0 update. In an effort to avoid the potential of 100% reduction, they instead opted to make it where each point was worth more energy rather than reduce from base costs. It could be seen as a relic of a past system/oversight into the new system, but it's not something I feel needs to be changed either, I rarely have energy problems on any frames, and if it was any more abundant I might literally never run out, with the exception of high wave defense missions.
