Incorrect mod capacity

I bought the Quanta with am Oriokin Catalyst installed however the weapon is rank 13 already and my max mod capacity is 30?

what's your mastery rank? Weapons now start with a mod capacity equal to your mastery rank and remain at that capacity until the normal progression would take it beyond that, at which point the normal progression takes over. The catalyst doubles the result of the prior sentence, if that makes sense. Are you MR 15?

Yeah I understand everything you're saying and yes I was MR15, that's a recent change I suppose.. Thank you for the response.
