Let me explain what proportional and exponential would mean in terms of leveling gear and getting the Mastery experience from it:
Proportional: This would mean that you get the same amount of Mastery per level, whichever level that weapon is. You get 3000 mastery from maxing a weapons: As a result, since a weapon has 30 levels, you will get 100 mastery per level. 100 Mastery from ranking to 1 to 2, as well as 100 mastery from 29 to 30.
Exponential: This would mean that you get more mastery from leveling weapons the higher level they are. Since it takes longer to level a weapon from rank 29 to 30 compared to leveling it from 1 to 2, you would get more mastery from leveling a weapon from 29 to 30 and less mastery from leveling a weapon from 1 to 2.
