Orthos or Dual Zoren?

Which one should I make first?

It all really depends on what you wish to use them for. Orthos is usually used for a more aoe based damage type. Dual Zoren are great if you wish to attack faster but more single targets. Either way, both of them are nice and you could try both out. It's all I can really recommend.

Orthos if...
- You like killing crowds, due to its high range
- You want more reliable damage, since it has a pretty good base damage
- You prefer a mediocre-speed weapon
- You reached the appropriate MR already (MR 4 IIRC).

Dual Zorens if...
- You like focusing down targets, one at a time
- You like random damage spikes, since Dual Zoren is a crit-reliant weapon
- You like hitting enemies fast
- You got the BP from login
- You haven't met the Orthos MR requirement.

Dual Zoren make first, it is very easy.

Orthos has Prime version, so better use that one, but that takes grind.

Yep, orthos (50 damage total) vs Dual Zoren (30 damage total), damage up front.

If I was starting out I would want the orthos as it will help you chew through crowds of enemies, which is something that you come across a lot.  The range is also brilliant making it easy to chomp through nullifier bubbles.
