Trying to Unlock Pluto Junction

I have been trying to unlock Pluto for a few Days now and I have completed the Caelus Archwing mission several times. It has not unlocked that portion of the Junction requirements. I am beyond frustrated because I am tired of doing these Archwing missions. Am I doing something wrong, or is the game bugged?

You have to do the 3 (I think?) message decodes in one game

I was lucky enough to be able to do it yesterday in a pug, thank god, but it definitely sucks that you have to go through some archwing torture to unlock Pluto.
