Duplicate Mods removed from weapons when upgrading

It's been a while since I played (before Lunaro) but after I got back, I have been having issues with modding. When I have different ranks of the same mods and my fusion results in the beyond capacity alerts, it takes off all duplicates of the mod. Not just the one I just upgraded. Different ranks of the same mod from every weapon. I am almost certain this didn't happen before. Only with the one mod being upgraded. Is this new? A bug? Am I missing a setting somewhere?

they are not removed....u need to select duplicates tab to see mods.... wen i change on ranked tab will show u only maxed mods...

Let me go into a little more detail then. I was wanting to upgrade a rank 0 Lethal Torrent. I already had a rank 2 on many of my weapons. When I got the new one to rank 3, all my rank 2's were removed from my weapons. If I'm not mistaken that isn't supposed to happen.
