Manic spawn rate dropped dead for me

I'm not sure if anyone else has had this problem, and I am getting very frustrated because of it.

Of course you all should know how atrociously rare Manics are, and the even rarer blueprints for Ash. Lately it has gotten much worse for me. I usually go to Draco to farm Manics, and they normally spawn at 15 minutes in, kill, extract and repeat (of course, though, I only ever get the neuroptics -.-). But over the last few days, when hitting the 15 minute mark, none have been spawning at all. Every time 15 minutes passes, I ask my squad if one has spawned, and every time they say they have not seen any. Whats the deal?! Has the spawn rate been severed so bad they are now a completely rare and random spawn in any random Grineer mission?

If anyone can provide maybe a better place to farm or anything that might be relevant, it would be very much appreciated.

I have not done it yet, and with what gear have right now, I doubt I would be able to do it anyways.

Could be a bug since I thought Maniac spawns are guaranteed in survival at 15 minutes. I know Bursas still spawn in during Corpus survival missions

Try high level grineer survivals on sedna, shoudl work well.

I've yet to gain access to Sedna. The latest planet I have unlocked is Uranus and I'm about to unlock Neptune.
