If you delete this, you will have to download almost the entire game over again to the tune of 10+ gigs. Don't touch, let the game manage its own folders, it cleans garbage and repackages files all by itself. (And don't use Steam Verify to maintain your warframe installation either, Steam is always badly out of date. If you think something is corrupted in your files, then open the launcher and click the little gear wheel icon in the upper right corner. There's a "Verify" option in there.)
