Overclocked GTX 1060 works on base core clock

So, I have GTX 1060 overclocked to maximum power/temp limit and +200 core clock. This gives me ~1700 base clock and up to 2100 boost clock (looks like boost 3.0 kicks in almost everywhere), realistically - up to 2050 (in Mankind Divided, for example).

Warframe, while using overclocked memory clock (from base 8000MHz it goes to over 9000), keeps core clock at base 1500, so I'm losing quite a bit of performance here. Is this normal? Is there a problem with my system or drivers?

 

tenno-edit: Got it. Under heavy load (disabled v-sync, no fps limit) boost kicked in just fine.

Hi, you're not losing much performance. Depending on the load the GPU senses whether it has to boost. By running this game without an FPS limit you're only wasting electricity. It's up to you of course :)
