Can't Play in Fullscreen Anymore

Whenever I check the box in the launcher to start in fullscreen mode it launches in a window, shows nothing but black, tabs out of itself and when you click on the window again it is still black (but you can hear the startup music).

Disabling fullscreen and switching to it in game also doesn't work. When trying to apply the change to fullscreen it just freezes. You can hear the liset ambiance and your mouse hover over the ui but the screen is completely frozen.

I've verified and optimized the cache, updated my graphics drivers and checked windows update for something but still no fix.

 

Any help would be appreciated, it's really annoying not being able to play in fullscreen

Use full screen windowed I use it and it works really well, aside from the little performance hit.
