Vacuum mod rip-off

I had a maxed Vacuum mod for my Carrier. Now that it was changed, I now have an UNRANKED Vacuum.

You're telling me I wasted all those credits and fusion cores and now I have to spend MORE Credits and endo of maxing something out I'd ALREADY maxed out?
