[TWW] Quest bug + can't access sorties

I completed the quest, but chose the 'consume' choice at the end. This bugged, and after returning to my ship I was immediately started loading the last level of the quest again. This time, I chose 'control' and it worked; but I find myself unable to access sorties - it still says the 'complete TWW first' box.

Note: the 19.0.1 hotfix happened while I was doing the quest. I did get the rewards.
