Survival - Only allow Life Support to be triggered when there is room on the percentage counter for it

Today had something I have not seen in a while.   A life support troll.    What is a life support troll?   A player that activates life support as soon as it drops.  If they were new, and don't know better, ok.   But at MR 14, they know better.      What I would like is for life support towers to not allow being triggered until 70% on the meter.    Could even call it some sort of arming circuitry that once it detects the air supply being low, it arms itself allowing it to be activated by a player.  Until it arms itself, its in lock down.   This helps both new players than do not know any better and helps remove a method for trolls to troll.
