Modding mesa

I am having a hard time Modding mesa to where its useable in late game maybe i have been spoiled by titina and ivara but i cant seem to mod it to where it feels like i can do the damage i can with the two i named any tips

Since peacemaker is affected by secondary mods, start by putting crit, fire rate and the basic mods on. Then what i would suggest is going with duration / power strength on your Mesa. So you have some decent duration for your 2 and 3.
