Shocking grenade exist in this game?

I was playing at Akkad on Eris and notice grenade from an Ivara's Secura Penta look really off, it stick to the surface and change its color to blue then levitate, and growing. It look really like a Sapping Osprey grenade and it also made a sound like one. I notice the grenade shock enemy that come close. I try to get the build from that Ivara, but we stuck at language barrier and the mod he type show "[***]**". I can't figure it out what make the grenade function like that.

it's mod for penta called tether granades

if i recall it drops in index .-.
