What means the light under the mods?

I really don't know what's the difference between them. They are separated but are exactly the same as the other wich hasn't any light

Assuming you mean the lights at the bottom of the mod card, that shows the mod's level, which can be raised via fusion. Basically, the more dots that are light up, the better the mod stat boosts are.

I can't see the image, but I think I know what you mean, the singular, large dot in the middle under the mod rank. (Now I can and this is it). It's the symbol to show that that mod is equipped on one of your frames/sentinels/weapons, etc.

If we're thinking of the same thing, that would be the level of the mod. The higher the 'level' or 'rank' of the mod the stronger it gets. This picture can help you determine what is what on mods. [I think you're talking about #3]
