0 Techtro Posted February 13, 2017 Share Posted February 13, 2017 Assuming you mean the lights at the bottom of the mod card, that shows the mod's level, which can be raised via fusion. (Now I can and this is it). The higher the 'level' or 'rank' of the mod the stronger it gets. This picture can help you determine what is what on mods.
