Where can you find them

They only spawn on Ceres. I prefer doing Kiste I got two in one run. Or you can do ext apparently if you get a lock down they'll also spawn (haven't tested myself so don't know if it's true)

ceres in genreal. but lex on ceres, a capture mission, works well to find prosecutors, usually right after the capture target is captured.

Sedna also spawns them I believe. Doing an exterminate on Ceres usually guarantees one.

Shipyards on ceres is where I had the most success with finding them, a capture or sabotage mission works well, get the alarm sounded and sit still with a defensive frame. I get 3-4 to spawn per mission doing that

If the above suggestions don't work, you can also try the rescue mission on Ceres.  There is a chance of prosecutors spawning when the guards in the holding area set off the alarm, so make sure that happens before rescuing the captive.  You can also try the MD mission.

That said, when the Javlok came out, quite a few people were having trouble getting prosecutors to spawn in certain missions.  I was only able to get them to spawn on the exterminate mission, which is how I farmed all the Javlok capacitors I needed for the weapon.  Not all the suggestions given work for everyone, so keep trying different ideas if these aren't working for you.

Rescue mission on Ceres; I forgot the name of the node.

Make sure the enemies are alert to your presence and that they activate the alarm before you reach the holding cells.

You've got a good chance of at least one prosecutor showing up if you casually stroll towards extraction.
