Dynamic Ability Switching Improvements

I've been playing some Ivara lately and kept getting frustrated with quiver. Not because of the abilities within it, but with switching. Tap, tap, tap, hold to cast, wait I held the key, why did you switch again, tap, tap, etc. I wish it was a  lot smoother to do, and easier to do on the fly. So I propose this for ability switching:

- Tap key to bring up a hotbar above, or covering current abilities

-Tap 1-4 to change to the sub-ability you want

-Hold to cast your sub-ability

Put in a fail-safe feature where changing to your currently selected ability, or waiting 2 seconds will not change a thing, and perhaps add the option to hold while the hotbar is up to instantly cast. Faster, smoother switching.

Also allow an option to let it work in reverse: hold for hotbar, tap to change, tap to cast.

you do know they have the option to switch tap and hold to hold and tap right? Regarding your suggestion, in the fast paced style of warframe, it would be just a bit too much....let alone trying to do something for consoles as well.
