 The rules make me think that i'm only allowed to post it there.

Or maybe it's saying Only post submissions, don't post non-submissions, like questions, or compliments to other concepts, or whatever.

Just post it there.  We don't need to start a trend of people posting their own submissions in their own threads.  You can post comments and such in those threads as well, I believe, just don't get toxic and such, keep it very civil.  I'd contact a moderator for more info because I could be wrong.

How do I contact a moderator?

It's been almost 2 years since I last drew something, (last thing i did was march 24th 2015)

I put a lot of work into it, and it was my first piece of art in like, two years,

and I'd really like to hear what warframers think about it.
