Archwing Alert panel missleading the level

There are plenty of threads complaining about the general dislike of archwing missions. I'm not attempting to add to them in this tread. 

I'm looking for an explanation to why the alert panel doesn't give the proper info a Tenno needs to appropriately set up for the mission.

1. Noting that it IS an archwing mission for those that don't know them by heart would be great.  I know this is not a new request but thought it good to include here.

2. The level range on the alert panel is misleading. i.e. last alert I picked said level 12-17. The squad equipped mid level archwing gear for leveling up. The first dozen enemies I saw before getting WRECKED were all 23. It was a raw slaughter.  

Please fix or educate me what I've missed.
