Massive loss of FPS when using frost ice wave

Firstly, I run the game at max with pretty good hard ware.

At max settings, on 1680 * 1050, I get around 300-80 fps in solo. In public, it's anywhere from 150-50.

But when testing out the new captura mode, I noticed when using ice wave in the air, a LOT of black particles, and ice particles spawn. At the lowest, it droped my fps down to 15 when all the particles spawned. It was just for a single second, but with captura mode allowing you to pause and slow down time, I noticed that massive drop in fps:
